Let me comment with some suggestions on some of your 10 recommendations:

1. Share project for unused energy sources with specific proposal to transform old mills into small power plants is an excellent thought. I saw how it looks like on the mountain Stara planina in Serbia by the one of it’s natives.There is a lot of old mills in Serbia which are suitable for this kind of transformation. According to that, I suggest an unique project with specifically defined number of this kind of mills which can be transformed with small investments, property
( private or state ownership) , capacity of generated energy, number and type of owners on the specific area.

2.Simplyfing of the procedure to get a certificate for the production of an ecological food in organized section groups and subvention for leasing of neglected rural households is also an excellent thought. What is the procedure and does the EC has any informations or recommendations for getting this kind of the certificate? Are there any informations about the potential market which contains uncouthly fruits and vegetables? This is an unused source of ecological food in Serbia. Therefore, tones of different uncouthly fruits and vegetables are perishing on large areas. Instead of that, it can be used in Europe with adequate conditions for storage, transport and sale.
It is important to overview leasing of numerous arranged and abandoned rural households with adequate conditions for the production and development of rural tourism, before starting of the subvention for leasing of neglected rural households. This is typical for the area na tromeđi Serbia, Bulgaria and Romania.

3. Cosider of the EU for more conventiently employment of young people and giving subventions to employers who wants to recruit young people without experience is a good idea. However, similar projects are very difficult for realisation and not very succesfull. I used to work on this kind of projects and according to that, my experience is large in this area of business. I worked as a personnel director in one serbian factory which was a part of the privatisated company
( member of the EU). My obligation was to realise similar kind of project and to employ over 300 young workers. Most of them were welders, machinists etc. At the same time, I have made a project of dismissal of redundant labour. During one year, we have fired out 192 workers without any consequences. Other workers gave their contribution to resetting of the production. In a short time, the factory with no chances for success, became the successfully privatisated factory with very good and excellent business results. Soon after these reforms, certain group of managers has showed up and started with locking out of young workers who were recently employed and tranied for work. It was an action without any plan or explanation. This act has caused disruption of relationships between production and administration workers, suspension of the production and a certain chaos in the factory.

I agree with Mr. Viktor Prestor’s opinion that the new system( Socialcapitalism) has came out in this historical period. It is important to notice that countries in the transition have held bad things from the socialism and accepted those bad things which are defined for kapitalism. That kind of acting has contribute to wide spreaded coruption, criminal, inability, irresponsibility and everything else that devastates country and a region.
I suggest that EC considers the possibility of making of the unique department in the European parliament with the objective to control of choosing and working with personnel, mostly with managers on leading positions in organizations. This act should subtend all levels in organisations in any aspect of social life. In a short time, this will achieve positive influence on economic and social future of Europe despite world crisis.
The same department could also track the level of the transformation in economic sectors through human resources which is typical for countries that are not the part of the EU (Serbia, Macedonia, Bosnia and Herzegovina, Montenegro, Croatia, etc.).
Specific political, public and other organisations would be under special control of work.
During my work as a personnel director, I’ve established and partially changed the way of work of trade unions. This is a specific action, made by principles of the League of Communists. Their support for workers’ rights is too much provisional so there is no trust in their actions. Their activities mostly ends as a screen for diferent individual and specific groups’ malversations.

4.Incentive of the EU for responsible relations with wastes and simplyfing of the recycling system is also a great recommendation. It could be very successfull without any large investments. It is important to make a project that would include relations with wastes within syllabus and primary school programs and normalised weekly invoking through public medias
( electronic and printed) with requests that their parents and elder ones change their atitudes and make a positive influence on young ones by this issue. Also, it is important to start or finish with the privatisation of public- communal services on the communal- local level, whose work and approach would be objectively valued and approbated by a certain regional commission.
